Q.
Why do we need a consultant to help with CDBG grants?
A: You may not need a consultant to help run your CDBG grants and Program Income. One of the main goals of the CDBG Program is to have local jurisdictions run their CDBG program at full capacity. If this is your situation, then congratulations! You are well down the road to effective community development. However, the reality is for various reasons (i.e., personnel changes, local political decisions, and annual modifications to the CDBG Program), it is difficult to keep abreast of changes in the Program.

Do you work on other programs besides CDBG?
A: David has had over five years experience in the CDBG Housing and Economic Development Allocations at the state level. Additionally, while working for two years as an analyst for Nevada County, he has had success in the CalHome, HOME, USDA Housing Preservation, State Parks, and Workforce Housing Reward Programs. This experience has provided David with the comfort level to tackle unfamiliar grant programs and to work with them in confidence.
David's other state experience includes six years as an analyst in the Department of Social Services in various capacities, performing duties which included bill analysis, regulation writing, grant review, policy development, and program implementation. He has had several years as an insurance representative in the State Compensation Insurance Fund, and he served four years of active duty as an avionics technician in the USAF.
Irene has worked in various capacities at the University of California, Davis Medical Center, with her last assignment as the Administrative Assistant to the Chair of the Otology Research Laboratory. It was here that she managed federal research grants and provided important undergirding support for the physicians, researchers, and physician residents.
Together, David and Irene possess expert programmatic and grant management skills. It is with these skills they create a dynamic team that can secure and implement grants to help you meet your community development goals.
Q: As a newly formed consulting business, how do we know that we can count on you to perform?
A. In working as a program representative for over five years at the state level, David is well-versed in the CDBG Program requirements in both the Housing and Economic Development Allocations. Over the years, he has conducted formal workshop sessions on various Program topics for local jurisdiction representatives and their consultants. He was the primary editor for the initial Lead Based Paint chapter in the Grant Management Manual (GMM) and was a key contributing editor in the current revision of the Economic Development chapter in the GMM. He has worked on numerous rating and ranking cycles, and held specialties in the Lead-Based Paint, Environmental, and Over-the-Counter Program areas.
During his two years as an analyst in the Nevada County Housing Division, David enjoyed success in implementing the many facets of the CDBG and other community development programs. The Division's operations relied heavily on the administrative dollars from successful grants, and in his brief tenure he secured over $4 million in grant funds, representing some $400,000 in administrative funds. Additionally, since the Housing Division was under the purview of the Planning Department, this experience allowed him an insightful view into the political sensitivities of local government as it relates to community development.
Q: Do you work on both Housing and Economic Development grants?
A. Yes. David is familiar with activities from both Allocations.
